BY-LAW NUMBER 1579 <br /> <br />A By-law to authorize the construction of an addition <br /> to the Sun Parlor Home for Senior Citizens. <br /> <br />WHEREAS the present Home for Senior Citizens, due <br /> <br />to inadequacy of space is no longer sufficient for the purpose <br /> <br />of the Corporation of the County of Essex. <br /> <br />AND WHEREAS it is deemed expedient to construct an <br /> <br />addition thereto to serve the purposes of the Corporation of <br />the County of Essex. <br /> <br /> NOW THEREFORE the Council of the Corporation of the <br /> <br />County of Essex'enacts as follows:- <br /> <br /> 1. That an addition to the said Home for Senior <br />Citizens shall be constructed adjacent to the existing Home <br />for Senior Citizens on part of Lot 243, in the North Talbot <br />Road Concession,~in the Township of Mersea, in the County of <br />Essex. <br /> <br /> 2. That J. P. Thomson and Associates of the City <br />of Windsor in the County of Essex, Architects, shall forth- <br />with make such plans,, profiles and specifications and furnish <br />such information as may be necessary in the making of a con- <br />tract for the execution of the work. <br /> <br /> 3. That the work shall be carried on and executed <br />under the superintendence and according to directions and <br />orders of such architects. <br /> <br /> 4. That the Warden and the Clerk are authorized to <br />cause a contradt for the construction of the work to be made <br />and entered into with some person or persons, firm or corpora- <br />tion,subject to the approval of this council to be declared <br />by resolution and subject to the approval of the Ontario <br />Municipal Board and the Minister of Public Welfare, <br /> <br /> 5. That the Treasurer may, subject to the approval <br />of the council; agree with any bank or person for temporary <br />advances of money to meet the cost of the work pending the com- <br />pletion of it. <br /> <br /> 6. That the debentures to be issued for the loan. <br />to be effected to pay for the cost of the work when completed <br />shall bear interest at such rate as council may determine and · <br />be made payable within Ten (10) years on the instalment plan. <br /> <br /> 7. That the cost of the Said work, including deben- <br />ture charges and cost of maintenance and management, shall <br />be a charge on all of the rateable property in the County and <br />there shall be levied and raised in each year in which an instal- <br />ment of principal of the said debt and interest becomes due, <br />by a special ~ate on all the rateable property in the County <br />a sum sufficient to pay the said instalment when and as it <br />becomes due, but no greater rate shall be levied in any year <br />for such purpose than is required to pay the instalment after <br />taking into account receipts from any source in respect of <br />the said work. <br /> <br /> This By-law shall come into force and take effect <br />upon the final passing thereof. <br /> <br />Read this 19th <br /> <br />1st reading-~ay 19/65 <br />2nd reading,~..i~y ]~9/6~ <br />3rd reading eecemb e ~t'~ i! 5/65 <br /> <br />day of ~ay , 1965. <br /> <br /> <br />
