RULES OF ORDER <br />OF THE COUNCII, OF THE CORPORATION <br /> OF THE COUNTY OF ESSEX <br /> <br />BY-LAW NUMBER 1~98 <br /> <br />A BY-LAW TO PROVIDE RULES GOVERNING THE ORDER <br />AND PROCEEDINGS OF THE COUNCIL OF THE COUNTY <br />OF ESSEX, THE CONDUCT OF ITS MEMBERS, AND <br />CALLI. NG OF MEETINGS. <br /> <br /> WHEREAS it is necessary and expedient that there shoul.d <br />be rules governing the Order and Procedure of the Council and its <br />committees; <br /> <br /> THEREFORE be it enacted by the Municipal Council of the <br />Corporation of the County of Essex and it is hereby enacted as <br />follows: <br /> <br />M~EETINGS OF COUNCIL <br /> <br /> 1. The inaugural meeting of the new council in each year <br />shall be held on the 3rd Tuesday of January at the hour of 2 p.m. <br />o~clock, <br /> <br /> 2. After its inaugural meeting the Council shall meet at <br />the call of the Warden. Ail meetings of the Council shall be held <br />at the County Offices, unless ruled otherwise by a majority of <br />the members of the Country Council~ <br /> <br /> 3. The Council shall always meet at the hour of 7 p.m. <br />o~clock on each third Wednesday of each month, with the exception <br />of the inaugural meeting of the County Council, unless otherwise <br />determined by a vote o~ two-thirds of the members present. <br /> <br /> 4o The Warden or the Presiding Officer so appointed, in <br />his absence, shall, preside at all_ meetings, and. may at any time <br />summon a special meeting of the Council, and it shall be his duty <br />to summon a special meeting whenever requested in writing to do <br />so by a majority of the members of the Council~ <br /> <br /> 5. In the absence of the Warden or the Presiding O£ficer~ <br />so appointed, or-if his office is vacant, a special meeting may be <br />summoned by the Clerk upon a requisition signed by a majority of <br />the members of the Council. <br /> <br />OPENING PROCEEDINGS <br /> <br /> 6. As soon after the tour of meeting as there shall be a <br />quorum present, the Warden shall take the chair and call the members <br />to order. <br /> <br /> 7. In case the Warden does not atl'end within thirty mi. nut'cs <br />after the time appointed, the clerk shall call the membe?s to order, <br />and if a quorum be present, a Presiding Officer shall be chosen, <br />who shall preside during the meeting o~ until the arriva2 of' the <br />l'Tarden, <br /> <br /> 8,~ A quorum must in all cases be a ma jot'i by of all <br />of the council, including the Viarde~ or' Presidin!:~ Officer° <br /> <br /> 9.
