By-law #2400 (cont'd) <br /> <br />-2- <br /> <br /> i) To have control of all County purchasing with authority to enter <br />into contracts involving expenditures as may be determined from time to time by <br />the Standing Policies of the County of Essex; and no purchases to be made or <br />orders given for goods in any department without the proper requisition and <br />written order from the administrator or someone designated by him for such <br />purposes. <br /> <br /> j) To submit all accounts, with exceptions as may be made from time <br />to time by the Standing Policies of the County of Essex, for approval by County <br />Council. <br /> <br /> k) To be a member of the Negotiating Committee im any Collective <br />Bargaining Procedure with all County employees under each Collective Agreement. <br />To administer all approved Collective Agreements and in general to be responsible <br />for wage and salary administration subject to normal grievance procedures. <br /> <br /> 1) Upon consulting with the appropriate Department Heads, to have <br />full control and direction of all County employees except such officials as are <br />appointed under statute in respect to his statutory duties and responsibilities. <br /> <br /> m) (1) To have authority to recommend to County Council the <br />appointment, employment, suspension, or dismissal of Department Heads. <br /> <br /> (2) Upon consulting with the appropriate Department Heads, to have <br />the authority to appoint, employ, suspend or dismiss employees, except deputies, <br />assistant to department heads, and other supervisory positions not covered by <br />Collective Bargaining Agreements, subject to their right of appeal to County <br />Council in respect to any suspension or dismissal. <br /> <br /> (3) Upon consulting with the appropriate Department Heads, to have <br />authority to appoint and employ all other employees of the County in accordance <br />with procedures laid down in the Collective Bargaining Agreement and to dismiss <br />or suspend such employees for cause, subsequent to which the grievance procedures <br />laid down in Collective Bargaining Agreements, shall apply. <br /> <br /> n) Without limiting the foregoing, to perform the duties and exercise <br />the powers which, from time to time, may lawfully be assigned to or vested in him <br />by County Council. <br /> <br /> o) To meet with department Heads collectively when the Administrator <br />may deem it necessary, to discuss matters of policy which may have been agreed <br />upon by the County Council, and to co-ordinate all departmental activities. <br /> <br />HE SHALL HAVE THE RIGHT: <br /> <br /> (1) to make recommendations to County Council with respect to the <br />administration of any Department; and <br /> <br /> (2) to obtain from any Department Head such reports and information <br />with respect to any aspect of such department activities as he may consider <br />advisable for the purpose of obtaining the best possible administration. <br /> <br /> (3) at his request, to receive monthly reports of activities of all <br />departments and consolidate same for transmission to County Council. <br /> <br /> <br />
